BASIC PUBLIC EMPLOYMENT REQUIREMENTS

Citizenship and Residence Requirement:

 

All persons seeking employment with the government of the State or in the service of any county shall be citizens, nationals, or permanent resident aliens of the United States or eligible under federal law for unrestricted employment in the United States at the time of their application for employment and shall become residents of the State within thirty (30) days after beginning their employment and as a condition of eligibility for continued employment.  Evidence verifying citizenship or alien registration status and employment authorization in the United States must be provided at the time of application.

Physical/Mental Requirement:

 

Applicants must be able to physically and mentally perform efficiently the duties of the position.  Qualified applicants with disabilities who can perform the essential functions of the advertised position are encourage to apply.  The County of Kauai is committed to making reasonable accommodations on a case-by-case basis.  Applicants seeking reasonable accommodations should be ready to discuss the accommodation sought so that a determination can be made that such accommodation is reasonable and would not cause the employer undue hardship.

Physical Examination Requirement:

 

Offers of employment will be conditioned on the results of a complete physical examination and drug screening test.  The cost for the physical examination shall be borne by the applicant and not the County of Kauai.  An applicant will be rejected if the applicant is known to be a habitual or excessive user of drugs, narcotics or intoxicating beverages which is/are detrimental to the proper performance of the duties and responsibilities of the position or if the applicant is determined to be an illegal user of drugs or narcotics.

Merit or Civil Service System:

 

You must meet the minimum qualification requirements, including education, experience and other public employment requirements for County Civil Service employment.  Your possession of the required amount of experience will not in itself be accepted as proof of qualification for the position.  Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position.  Provide a detailed description of your duties and responsibilities.  If you worked on a part-time basis, indicate your average number of hours worked per week.

Click on the "apply" link. Then, if you are a first time user, you must set up your account, or if you have already set up your account, simply log in and complete your application. If you are applying for the first time, an e-mail address will be required to apply online. Access our County Job Opportunities page for our current job opportunities and click on the job title of interest. You will have the opportunity to print. It is your responsibility to submit a complete application with all the required documents specified in the Career Opportunity Announcement.

As your qualifications for jobs is based on the information provided on your application and supportive documents if applicable, it is very important that you thoroughly complete the application form and provide detailed descriptions of your duties and responsibilities for each job you held.

 

To be considered timely, your online must be submitted to the Department of Personnel Services by the deadline to apply. If any documents are missing, your application will be considered incomplete. An incomplete application will be rejected or may not be processed. To avoid delays, be sure to submit all of the required forms and documentation at the same time. Veteran's Preference

If you are claiming the 5 or 10 points Veterans' Preference, you must submit a copy of your DD214 and/or other substantiating documents specifying the periods of your service.

Five points veterans preference may be awarded to honorably separated veterans who served on active duty in the U.S. Armed Forces:

a. During the period December 7, 1941 to July 1, 1955;

b. For more than 180 consecutive days from January 31, 1955 through October 14, 1976 (not including initial active duty for training under Reserve or National Guard programs); or

c. In a campaign or expedition for which a campaign badge or service medal was authorized.

 

Ten points veterans preference may be awarded to:

a. Honorably separated veterans with service-connected disability, including those awarded the Purple Heart;

b. The spouse of an honorably separated veteran with a service-connected disability which qualifies the veteran for State positions in his/her usual occupation; or

c. An unremarried, surviving spouse of a person who died while on active duty, or of an honorably separated veteran who served during the periods cited above.

To receive 5 points, you must submit a copy of your DD-214 showing dates of honorable service with this application. To receive 10 points, you must submit an official statement from the Veterans Administration or armed service dated within the past 12 months which confirms your qualification to receive 10 points preference. Spouses or widows must also submit evidence of marriage, and, as applicable, veteran’s death.

SELECTION PROCESS

  Review of Application

Requirements for citizenship, veteran’s preference, education, experience and license/certification must be met at time of application.  Applications are reviewed by the Department of Personnel Services to determine applicants’ qualifications for the job including suitability for employment and if they meet other public employment requirements.  Applicants are notified by e-mail or mail as to whether they meet the requirements for the job; when and where to report for any written tests or other tests; their test results.

 

Applicants may request an Administrative Review to present explanatory remarks, information or arguments as to why their application should not be rejected by submitting additional information in writing or by requesting a meeting date within ten (10) calendar days following the date of their notice.   Applicants may appeal the administrative review decision to the Civil Service Commission within twenty (20) calendar days following the date on the written response to the administrative review.

Administrative review and appeal

 

Administrative ReviewIf you do not agree with an action taken on your application, you should FIRST request an administrative review with the Department of Personnel Services.  This must be done within ten (10) calendar days following the date your notice was sent.  If you do not submit your request within the ten (10) day limit, no administrative review will be conductedA request for an administrative review shall not delay, prevent or invalidate the certification of names from the eligible list nor the appointment of a person from that list.

AppealIf you do not agree with the administrative review decision or action taken by the Department of Personnel Services, you may appeal to the County of Kauai Civil Service Commission within twenty (20) days following the date your notice was sent.  Appeals to the Commission must be in writing and sent to:  County of Kauai Civil Service Commission, 4444 Rice Street, Suite 150, Lihue, HI  96766.  A change in rating will not affect the employment consideration of referred applicants or an applicant's appointment.  A change in rating will not affect the employment consideration of referred applicants or an applicant's appointment.

 AN ADMINISTRATION REVIEW MUST BE FILED BEFORE REQUESTING AN APPEAL.  THIS WILL EXPEDITE THE REVIEW PROCESS.

Examination

Unless otherwise specified in the recruitment announcement, applicant’s must qualify on an appropriate examination designed to measure applicants’ knowledge and skills necessary for satisfactory performance of the duties and responsibilities of this class of work.  If you are required to report for a written, oral and/or performance test, you will be notified via e-mail or mail of the date, time and place of the examination.

 

If you must take an examination but require special accommodation, auxiliary aid or assistance, please call the Department of Personnel Services at (808) 241-4956 ten (10) days before the testing date.  We will design a fair and effective way in which you can demonstrate your ability to perform the essential functions of the job.  You should be prepared to discuss and provide medical proof of your need for accommodation by a professional who is qualified to make a diagnosis.

Establishment of an Eligible List

 

Qualified candidates are placed on an eligible list in descending order, based on their examination scores and availability for employment.  Referrals for job vacancies are made in descending order, starting with the highest scores.  In addition, veterans whose veteran’s preference points enable them to equal or exceed the score of the lowest referred eligible will also be referred.  The employing agency may select any one of the eligibles referred.  The names of those not selected will be kept on an eligible list.  The eligible list is effective for at least six (6) months, and may be extended by the Director of Personnel Services.  We will not withhold the referral of names of eligibles for employment consideration because of the applicant’s failure to provide accurate and complete information concerning your qualifications.

Interview and Selection

 

Personnel from the department with the vacancy will contact the candidate on the eligible list to schedule interviews and/or conduct other selection process(es) based on job related requirements and departmental needs.  Keep a copy of your application and bring it with you on the day you are scheduled.  The department may select any candidate on the eligible list and will notify each person interviewed of the department’s decision.  A candidate who fails to demonstrate interest in employment or is not available for employment will be removed from the eligible list.

Employment Suitability Evaluation

To determine the selectee’s employment suitability, the Department of Personnel Services and/or the appointing authority will conduct an evaluation of personal suitability including reviewing information from the Hawaii Criminal Justice Data Center.

 

Before being hired, the person selected must:

·        Complete a County medical examination, if applicable;

·        Be cleared to safely perform the physical and mental job requirements;

·        Pass a drug test; and

·        Provide original documentation to verify identify and employment eligibility.

PROBATIONARY PERIOD

Once hired, a six (6) month initial probationary period is in effect.  During the probationary period an employee is not entitled to rights under any collective bargaining agreement.  A probationary period may also be extended under certain circumstances.

 

NOTE:  Police and Fire have initial probationary periods of twelve (12) months due to the nature of their job requirements.
