The HCP is the result of three years of discussions with state and federal agencies on preventive and mitigative measures that will protect the endangered Newell's Shearwater, Hawaiian Petrel and Band-Rumped Storm-Petrel.

First, I would like to state that I fully support the original intent of the County Council’s bill signed into law in March 2008, which prohibited any new transient vacation rentals (TVRs) outside of our visitor designation areas (VDAs). I believe this action was necessary and probably long overdue. That being said, implementing that law has had legal challenges, and I applaud the passage of Bill No. 2364, as it will allow us to ensure that those entities affected by the original bill have the ability to apply for a permit. ANINI – The body of a 52-year-old Kīlauea man was found about a half mile off of 'Anini Beach at around 10:45 this morning. No foul play is suspected. Family and friends reported to authorities late last night that the man had gone kayaking and had not returned. The search for the Kīlauea man began at around 11 pm.

LĪHU‘E – To address the needs of Kaua‘i’s growing senior population, the Agency on Elderly Affairs (AEA) is in the process of collecting data that will be incorporated into its Four-Year Area Plan on Aging for Oct. 2011 to Sept. 2015. Currently, there are an estimated 14,150 seniors living on Kaua'i, and by 2015, roughly 31 percent of the island’s population or 19,800 will be 60 years or older.
