RE-MAILING OF 2022 ELECTION NOTIFICATION POSTCARDS (04/11/2022)

Due to an error by the County's mailing vendor the Elections Division has confirmed that some Kaua‘i voters were mailed the wrong Election Notification postcard.  To correct this error, the mailing vendor will absorb all costs to re-mail 2022 Election Notification postcards to every registered voter - no taxpayer funds will be used to re-mail the postcards.  Postcards will mailed later this week and should begin arriving early next week.

The Elections Division wishes to thank the voters of Kaua‘i for their patience and understanding as we work to resolve this issue.

2022 ELECTION NOTIFICATION MAILING (04/06/2022)

2022 Election Notification postcards were mailed today and should begin arriving in the next several days.  Voters who do not receive a notification by Monday, April 25, 2022, should contact the Elections Division at (808) 241-4800.

Voters who were registered on or before March 28, 2022 were included in this mailing.  Voters who registered after March 28th will be included in an upcoming mailing.

The Hawai‘i State Supreme Court has temporarily suspended candidate filing for the offices of U.S. Representative, State Senate, and State Representative contests pending the resolution of a challenge of the 2021 State Reapportionment Plan.

SPECIAL PRIMARY ELECTION VOTER REGISTRATION DEADLINE (12/07/2021)
The deadline to register to vote for the upcoming Special Primary Election is tomorrow, 12/8/2021.  Qualified Kaua‘i residents must register by 12/8/2021 to receive a ballot in the mail for the Special Primary Election.

Anyone not registered to vote by 12/8/2021 can still register and vote but must do so in person at the Voter Service Center located in the basement of the Historic County Annex building.

PROSECUTING ATTORNEY SPECIAL PRIMARY ELECTION VOTER SERVICE CENTER (12/04/2021)
The Voter Service Center (VSC) for the Prosecuting Attorney Special Primary Election will open at 8:00 a.m. on Monday, 12/06/2021 in the basement of the Historic County Annex building located at 4386 Rice Street in Līhu‘e.

The VSC offers accessible in person voting and same day registration and serves as a mail ballot collection site.  Accessible in person voting and same day registration services are only for voters who have not yet returned a voted mail ballot or for unregistered individuals wishing to register and vote.

MAIL BALLOT LOCATOR AND NOTIFICATION SERVICES (10/29/2021)
The Elections Division and the State Office of Elections have partnered with BallotTrax, a division of i3logix based in Denver, Colorado to offer free and secure mail ballot locator and notification services to all properly registerd voters of the County of Kaua‘i beginnning with the upcoming Prosecuting Attorney Special Elections.

This service is currently only being offered to properly registered voters of the County of Kaua‘i, but will be expanded statewide for the 2022 Elections.

The ballot locator and notification service tracks the status of every mail ballot and sends a series of proactive alerts to interested voters informing them where their ballot is in the election process.  Voters can sign-up to receive text, email, and/or voice alerts at hawaii.ballottrax.net and can opt-out at any time.  All voter contact and ballot tracking information provided for this service will only be used by the Elections Division and no information will be released or sold for any other purpose.

PROSECUTING ATTORNEY SPECIAL ELECTION NOTIFICATION POSTCARDS (10/25/2021)
In preparation for the upcoming Prosecuting Attorney Special Elections, the Office of the County Clerk, Elections Division will be mailing Special Election Notification Postcards to properly registered voters on Tuesday, October 26, 2021.  A small number of voters who submitted certain change of address requests with the United States Postal Service (USPS) will receive a Notice of Voter Registration Update Postcard.  Postcards will begin arriving in households by the end of the week.

In addition to providing information on the upcoming Special Elections, the Postcards are also used to maintain the voter rolls.  Anyone receiving a Postcard addressed to someone unknown or who no longer resides at the address is asked to write, “NOT AT THIS ADDRESS” and place the Postcard back in the mail.  The USPS will return the Postcard to the Elections Division, and it will be used to update the corresponding voter’s registration record.

The Prosecuting Attorney Special Primary Election will be held on Saturday, December 18, 2021, and Special General Election on Saturday, February 26, 2022.

SPECIAL ELECTION PROCLAMATION (10/1/2021)

PROSECUTING ATTORNEY SPECIAL ELECTION CLARIFICATION (8/23/2021)
In response to numerous inquiries concerning the dates of the upcoming Prosecuting Attorney Special Elections, the Office of the County Clerk wishes to inform the public that while Section 9A.05 (b) of the Kaua‘i County Charter states that a special primary election will be held within forty-five after the occurrence of the vacancy and a special general election will be held thirty days after the special primary election, this timeline conflicts with Hawai‘i Revised Statutes Section 15D-9 (a), which requires that ballots and balloting materials be transmitted no later than forty-five days before the election.  Given the conflicting dates, State law in Section 15D-9 (a) supersedes requirements of the County Charter and shall dictate when the special elections will occur.

Additional dates, deadlines, and information will be contained in the official Proclamation that will be published soon after the prosecuting attorney vacates office.

PROSECUTING ATTORNEY (7/30/2021)
We are aware of the prosecuting attorney's Facebook post announcing his resignation.  A resignation will trigger a Special Primary Election and possibly a Special General Election to elect a new prosecutor attorney to complete the remainder of the current term ending in December 2024.  Information on the possible special elections will be announced once the prosecuting attorney submits an official letter of resignation.  Thank you for your continued patience as we make our way through this highly fluid situation.

GENERAL ELECTION DRIVE-THRU VOTER REGISTRATION (9/29/2020)
Drive-thru voter registration services will be offered from 8:00 a.m. to 4:00 p.m. on Friday, October 2 and Monday, October 5, 2020 in the back parking area between the Historic County Annex Building and State Department of Human Services Kaua‘i Processing Center (former courthouse).  The deadline to register to vote in Monday, October 5, 2020.

Services will be offered via the drive-thru lane and pop-up tent created behind the Elections Division back entrance.  Registrants are asked to remain in their vehicles, wear a mask, and use their own black or blue pen.  Election Division staff will approach the vehicle with a Voter Registration Application and clipboard.

2020 PRIMARY ELECTION BOARD OF REGISTRATION (8/6/2020)
The Board of Registration for the Islands of Kaua‘i and Ni‘ihau will be meeting at 7:00 a.m. on Saturday, August 8, 2020 to hear and decide on appeals, if any, that arise from a voter challenge or a clerk’s decision regarding voter registration.  Pursuant to the Governor's Tenth Suppliementary Proclamation Related to the COVID-19 Emergency dated July 17, 2020, this meeting will be via remote videoconferencing technology.  For information on participating in this meeting, please view the attached Agenda:  AGENDA BOR KAUA‘I AND NI‘IHAU (8-Aug-20).

Ballot Drop Boxes are open and ready to accept ballots at the following locations:

CLARIFICATION - DIFFERENCE BETWEEN THE STATE OF HAWAI‘I PRIMARY ELECTION AND THE PRESIDENTIAL PREFERENCE PRIMARY ELECTION (5/15/2020)
Residents have requested clarification regarding the State of Hawai‘i’s Primary and General Election and the Presidential Preference Primary Election.  The State of Hawai‘i - Office of Elections together with the County of Kaua‘i - Office of the County Clerk, Elections Division is responsible for conducting the Primary Election (August 8, 2020) and the General Election (November 3, 2020).

The Presidential Preference Primary Election which is currently taking place is the sole responsibility of the Democratic Party of Hawai‘i.  The County of Kauai - Office of the County Clerk, Elections Division is not involved with this election.  Contact the Democratic Party directly for additional information.

SIGNATURE CAPTURE CARDS (4/6/2020)
A signature capture card was mailed to all properly registered voters in early April 2020.  The purpose of this card is to obtain the most current signature for each voter so it can be used to validate the signature on the back of a voter's ballot return envelope.  This project is a partnership between the State Office of Elections and Elections Division of the Office of the County Clerk.  For additional information, please contact the Elections Division at 241-4800 or visit the State Office of Elections webpage at www.hawaii.gov.elections.

HAWAI‘I VOTES BY MAIL (12/3/2019)

The State of Hawai‘i passed Act 136, SLH 2019, which will establish voting primarily by mail beginning with the 2020 Elections.

Beginning with the 2020 Primary Election, all properly registered voters will automatically receive a mail ballot packet approximately 18 days prior to the election.

WHAT VOTERS NEED TO KNOW ABOUT VOTING BY MAIL (5/8/2020)

Keep Your Voter Registration Record Up to Date:  Ballots are mailed to the voter's mailing address associated with their voter registration record.  Voters who have moved, changed their name or mailing address, must update their voter registration.  Voters may check online or call the Elections Division at (808) 241-4800 to confirm that their voter registration is current.

Receiving Your Ballot:  All properly registered voters will receive a mail ballot packet approximately 18 days prior to the election.

The mail ballot packet contains:

• A ballot
• A secret ballot sleeve
• A postage-paid return ballot envelope
• Voting instructions

Voting Your Ballot:  Follow these tips to ensure that your vote counts.

• Before voting, review the instructions, contests, and candidates on both sides of the ballot.  Please click here to learn more about Hawai‘i elections.
• A properly marked ballot counts 100% of the time.  When marking the ballot, completely fill in the box to the left of your choice with a black or blue pen.
• Voters have the right to spoil their ballot.  If you change your mind or make an error, contact the Elections Division at (808) 241-4800 for a replacement ballot.

Preparing Your Ballot for Return:  After voting your ballot, re-fold it and seal it in the secret ballot sleeve.  The secret ballot sleeve ensures your right to secrecy as the ballots are opened and prepared for counting.  Place the secret ballot sleeve in the postage-paid return envelope.  Read the affirmation statement and sign the return envelope before returning it to the Elections Division.  Voters must sign the return envelope for the ballot to be counted.

Returning Your Ballot:  Voters may return their ballot by mail or in-person at a designated place of deposit.  Voted ballots must be received by the Elections Division by 7:00 p.m. on Election Day.

• By mail:  Voters should mail their voted ballot 2-3 days before the election to ensure that the Elections Division receives it by the deadline.
• Voter Service Center:  Voters may visit the Voter Service Center to drop off their voted ballot.
• Elections Division:  Voters may hand-deliver their voted ballot directly to the Elections Division.
• Ballot Drop Box:  Voters may hand-deliver and deposit their voted ballot in ballot drop boxes.  Ballot drop box locations will be announced later.

Processing Your Ballot:  Upon receipt of your return envelope, the Elections Division conducts a signature validation.  After your signature is validated your ballot will be forwarded to State Election Officials to be counted.

Voter Service Centers:  For voters who prefer to cast a ballot in-person, a Voter Service Center will be established in the basement of the Historic County Annex building located at 4386 Rice Street in Līhu‘e.  The Voter Service Center will be open 10 days prior to each election, and also offer accessible voting options and same day voter registration and voting services.
