As recognized in the 2006 Kilauea Town Plan, North Shore residents of Kauaʻi are in serious need of affordable housing options. The proposed Kilauea Town Expansion is being master planned to blend seamlessly with historic Kilauea Town into a vibrant, inclusive, and sustainable community. With a focus on affordability, diversity, and community integration, Kilauea Town Expansion aims to address the pressing housing crisis while also fostering economic growth through infrastructure improvements and the inclusion of commercial and industrial areas for the local residential workforce.

The master plan process includes the culmination of knowledge, ideas, and input from the community, agencies, and resource partners to develop a final conceptual design, alternatives, and preferred uses that are vetted by the residents, particularly of North Kauaʻi and Kilauea Town. The County Housing Agency is kicking off the community engagement and would love to hear your thoughts and ideas!

Key Features:

Affordable Housing:

The centerpiece of Kilauea Town Expansion is its affordable housing complex, comprising a mix of fee simple and rental units tailored to accommodate various income levels. These units will be thoughtfully designed to ensure comfort, accessibility, and energy efficiency while remaining affordable for individuals and families of all backgrounds.

Sustainable Design:

Sustainability lies at the core of Kilauea Town Expansion through transit-oriented design and infrastructure improvements. From energy-efficient homes to green spaces and improved wastewater treatment systems, every aspect of the community will be geared towards minimizing environmental footprint and promoting eco-friendly practices.

Community Amenities:

To foster a sense of belonging and well-being, Kilauea Town Expansion will include the design (or collaboration with other community groups) to offer of a range of amenities including parks, playgrounds, recreational facilities, and communal gathering spaces. These amenities will promote social interaction, physical activity, and a high quality of life for residents of all ages.

Commercial and Industrial Zones:

Kilauea Town Expansion may include designated zones for commercial and light industrial activities, attracting small businesses, startups, and local industries. These spaces will serve as incubators for economic growth, providing opportunities for job creation and fostering a vibrant commercial ecosystem within the community. These zones will be carefully planned to minimize environmental impact while maximizing economic potential, creating employment opportunities and stimulating local commerce.

 

Other Features

Namahana School

Although Namahana Public Charter School is not part of the County’s Kilauea Town Expansion Project, the 11-acre campus immediately across the street from the town expansion area creates a cohesive vision for Kilauea’s future. Careful planning will be paramount in the development of our community master plan.
