The Traffic Safety Unit office is located on the first floor of the KPD headquarters in Lihue, 3990 Kaana Street, Suite 200.

Staffing

When fully staffed, the Traffic Safety Unit ("TSU") is comprised of the following:

  • One (1) Lieutenant
  • One (1) Sergeant
  • Five (5) Traffic Investigators/Enforcement Officers
  • One (1) Senior Clerk
  • One (1) Police Records Clerk

All of the officers assigned to the TSU are Accident Reconstructionists, and instructors in the use of Standardized Field Sobriety Tests. Some of the personnel assigned to this unit are also Drug Recognition Experts, Intoxilyzer Supervisors, Laser/Radar Instructors, and an Emergency Vehicle Operator instructor.

Areas of Oversight

The Traffic Safety Unit is responsible for the enforcement of laws and ordinances relating to traffic on Kauai, including all motor vehicles and vehicle operators. The TSU investigates all serious and fatal injury traffic collisions.

The TSU also coordinates the following programs:

  • Seat Belt/Child Restraint enforcement and education
  • OVUI Sobriety Checkpoints
  • Speed Detection/Enforcement
  • Alcohol Breath Testing
  • Junior Police Officers
  • Adult Crossing Guards
  • Parade Permits and Planning
  • Bicycle Safety
  • Volunteers for Accessible Parking Enforcement Program

Projects

The primary goals of the Traffic Safety Unit are to gain voluntary public compliance with traffic laws, and to reduce the frequency and severity of traffic collisions.

The TSU supports national programs and campaigns such as "Safe Communities", "Click It or Ticket", "Drunk Driving – Over the Limit, Under Arrest" and "Shattered Dreams". These programs bring elements of KPD and the community together, such as enforcement, business, health and education; to prevent injuries. A part of this group is the Keiki Injury Prevention Coalition which is involved in reducing the number of non-intentional injuries involving children.
