Department of Liquor Control

The Department of Liquor Control provides the administrative services for the Liquor Control Commission. It investigates all applications for liquor licenses and provides data to enable the Commission to properly execute its duties. The Department has police powers to enforce the liquor laws, and inspects all liquor licensed premises to ensure compliance with the State liquor laws and the Commission’s rules and regulations. It investigates all alleged violations and complaints, and reports all violations to the Commission.

The department, upon request, provides instructions on the State liquor laws and the Commission rules and regulations to the Police Department, bartenders, waitresses, and employees in liquor licensed premises.

New Emergency Rule Establishes Fines for COVID Safety Violations

Mayor Derek S. K. Kawakami issued a new emergency rule establishing fines of $250 for individuals and $500 for businesses and organizers for noncompliance with the State of Hawai‘i’s COVID safety rules. Effective September 3, 2021.

County of Kauai Liquor Control Director Roundtable Meeting

Local members of the alcoholic beverage industry are invited to join the new County of Kauai Liquor Control Director at a roundtable meeting to be held on line through Microsoft Teams video conference. For the convenience of the licensees, this roundtable meeting will be limited to 25 attendees per session in order to facilitate a question and answer session related to the direction of the Liquor Control Department in relation to the alcoholic beverage industry for the County of Kaua'i. Within the next few weeks, each licensee should expect to be contacted directly by a staff member of the department directly to provide you with the dates available to attend. 


Manager's Assistant Manager's Blue/Red Card Test Information

Due to health and safety concerns related to the COVID-19 pandemic, Red and Blue card testing will be done on Wednesday's Only and by appointment only (space is limited).  To schedule an appointment click on "Schedule Online" below. You will be required to provide a picture I.D. and pass a written exam in order to obtain a Red or Blue Card. Please contact our office should you have any questions.

As a reminder, as Rule 2.9(b) states: "Every licensee shall ensure that its employees involved with the sale of liquor are familiar with the rules of the commission and liquor laws of Hawai'i. No Training other than the material(s) provided by Department of Liquor Control can be used as a substitute to obtain a Red or Blue Card. Any claim by other organizations offering training which states that upon completion you will be certified to obtain a Red or Blue card is incorrect.
