Department of Liquor Control

The Department of Liquor Control provides the administrative services for the Liquor Control Commission. It investigates all applications for liquor licenses and provides data to enable the Commission to properly execute its duties. The Department has police powers to enforce the liquor laws, and inspects all liquor licensed premises to ensure compliance with the State liquor laws and the Commission’s rules and regulations. It investigates all alleged violations and complaints, and reports all violations to the Commission.

The department, upon request, provides instructions on the State liquor laws and the Commission rules and regulations to the Police Department, bartenders, waitresses, and employees in liquor licensed premises.

 

Manager's Assistant Manager's Blue/Red Card Test Information

Effective April 1, 2022, The Liquor Department will be collecting a fee of $10 for the Red/Blue Card Exam and $10 for the issuance of the Red/Blue Card. The fee is to comply with Rule 7.8(b)-(c) and Rule 10.2 (c)-(d) of the Rules and Regulations of the Liquor Control Commission.

Red and Blue card testing will be done ONLINE ONLY via Microsoft Teams using your smartphone, tablet, or computer on Tuesday's only. and by appointment only (space is limited). To schedule an appointment for the online testing click on "Schedule An Appointment" below. You will be required to provide a picture I.D. and pass a written exam in order to obtain a Red or Blue Card. Please contact our office should you have any questions.

As a reminder, as Rule 2.9(b) states: "Every licensee shall ensure that its employees involved with the sale of liquor are familiar with the rules of the commission and liquor laws of Hawai'i. No Training other than the material(s) provided by Department of Liquor Control can be used as a substitute to obtain a Red or Blue Card. Any claim by other organizations offering training which states that upon completion you will be certified to obtain a Red or Blue card is incorrect.

Liquor license renewals due June 30

Līhu‘e – The Kaua‘i Department of Liquor Control would like to remind all liquor licensees that the deadline to renew liquor licenses for Fiscal Year 2023-2024 is by 4:30 p.m., on June 30. 

If a licensee fails to renew their liquor license by the deadline, the liquor license will expire on June 30, 2023.

To comply with HRS 281-53, every licensee must have their renewal application signed and notarized prior to submission. Renewals submitted without the required notarization or required accompanying documents will not be accepted.

The Liquor Department will begin accepting renewals on June 1, 2023. As an added convenience this year, the Liquor Department will begin accepting online submissions of renewals and payments through the Liquor License Renewal portal which can be found at www.kauai.gov/Liquor then selecting the hyperlink under “Liquor License and Permits.” Officials encourage all licensees to view the video tutorial on the Liquor Department’s website, which provides a guide through the initial online renewal.

Licensees who wish to submit their application in person or through mail are asked to ensure their renewal is received prior to the deadline to avoid any inconveniences.

To comply with Liquor Commission Rule 2.6, any liquor license renewal submitted after 4:30 p.m. on June 30 will not be accepted. It is highly recommended that all licensees begin the renewal process as soon as possible starting June 1.
