COK, Department of Hawaiian Home Lands issue clarification

The County of Kaua‘i and the Department of Hawaiian Home Lands (DHHL) are issuing a clarification of the conveyance of two pumps valued at $260,000. This conveyance was necessary to meet the condition of the County providing sewer service for 82 new homes in the new DHHL Phase 2 development in Hanapepe.

The original communication to the Kaua‘i County Council, C 2024-115, accurately reflected the purpose of the two pumps, but the term “donation” was used, which could be misinterpreted as an outright gift. Historically, the term “donation” has been used for conveying equipment or materials to the county.

The county requires the Kaua‘i County Council to accept any conveyance or transfer of materials with significant value. County Communication C 2024-115, which accepted the two pumps from DHHL, was approved by the Kaua‘i County Council on June 12, 2024.

The pump requirement addresses the increased flows that would impact emergency response times due to the limited capacity of two sewer pump stations. The new pumps provide the necessary redundancy to handle mechanical breakdowns at pump stations and ensure compliance with Department of Health regulations.
