Kīlauea Town Expansion Project community meeting scheduled June 27, 2024

KĪLAUEA - The County of Kaua‘i Housing Agency is excited to announce the first of a series of community meetings for the Kīlauea Town Expansion Project.

A meeting will be held on Thursday, June 27, 2024, from 5 to 7 p.m., at the Anaina Hou Community Park’s Porter Pavilion Complex in Kīlauea.

This meeting will reintroduce the 2006 Kīlauea Town Plan, share information about the current master planning process, and gather community input to shape the details of the proposed gradual expansion of Kīlauea Town.

Housing applications available for Lima Ola Family and Senior Projects

‘ELE‘ELE – EAH Housing, an affordable housing nonprofit organization, announced today that applications are now being accepted for the County of Kaua‘i’s Lima Ola Family and Senior Apartments.

The application process, which opened May 20, 2024, has been extended to June 14, 2024. Prospective residents can apply at: www.eahhousing.org/apartments/lima-ola. A lottery for new applicants will begin June 21, 2024.

“We are proud to join in announcing the opening of the newest affordable housing development on Kaua‘i,” said Kaua‘i Mayor Derek S.K. Kawakami. “These projects, made possible in part by $13.14 million in County funding as well as $24.5 million in County of Kaua‘i tax exempt bonds, are bringing desperately needed affordable housing to the community of ‘Ele‘ele. We look forward to working with our partners the Ahe Group and EAH Housing to ensure that this new development serves the housing needs of our community for decades to come.”

EAH Housing has been selected by Āhē Group to manage Lima Ola Family and Senior Apartments, the newest affordable housing development on Kaua‘i. The Lima Ola Family Apartments features 45 multi-family apartments, including 1-,2-, and 3-bedroom units and an on-site staff apartment. The Lima Ola Senior Apartments features 40 one-bedroom on-grade units with lanais.

The anticipated occupancy start is August to September 2024, with housing preferences for residents employed in the ‘Ele‘ele area.

Final Environmental Assessment for the proposed Kahua Hoʻoulu Affordable Housing Development Published in the State Environmental Notice

This proposed housing development would include up to 60 multi-family affordable units as well as include a planned education center on County-owned land in Puhi. The project is situated at TMK No. (4) 3-3-04: 020, in the Līhuʻe District, Island of Kauaʻi. The project seeks to accommodate a blend of affordable incomes.

The Housing Policy for the County of Kaua'i

The purpose of Ordinance No. 860 is to establish by law a housing policy in furtherance of the goals and objectives identified for the Kauaʻi County Housing Agency in Section 2-1.16 of the Kauaʻi County Code 1987. Ordinance No. 860 includes workforce housing requirements for residential and resort developments, and codifies procedures used to administer housing development programs. The Ordinance is effective June 10, 2008 as Ordinance No. 860(PDF, 165KB) .

Administrative Rules(PDF, 999KB) know as "The Administration of Chapter 7A, Kaua'i County Code, Pertaining to the Housing Policy for the County of Kaua'i" was adopted on July 21, 2015 for the purpose of implementing the goals and objectives of Chapter 7A, Kaua'i County Code 1987. 2024 Income, Rental and For Sale Limits

Pursuant to Ordinance No. 860, US Department of Housing and Urban Development (HUD) provides the County with the Kaua'i median household income amount each year. In addition, HUD provides income limits, by household size, for extremely low income households that earn thirty percent (30%) of the median household income, very low income households that earn fifty percent (50%) of the median household income, households that earn sixty percent (60%) of the median household income, and low income households that earn eighty percent (80%) of the median household income. The Housing Agency provides Workforce Housing and Gap Group income limits utilizing the Kaua'i median household income and HUD's methodology.
